port 8482 you should NOT forwarding!
It's for the local access. NOT for the WWW

did you have any incomming and outgoing connections at the page
http://127.0.0.1:9999/node/peers.html ?

If you have connections than try to send a message on the news page
http://127.0.0.1:9999/news (maybe board "test").
Elsewhere with a new node it takes a few minutes to get a page like KSK@gpl.txt
try to get a index site for a better connection like ...
